Not to sound rude bro...but it is pretty much out there why band programs are falling. But...then again there are a few programs making through these hard times. But take a good look around at the generation of kids coming in, the schools, administrators, teachers, EVERYTHING...then you will know your answer....

over here in Br, the middle schools can only play concert band music which gets boring, if u look at these other middle schools they march and crank and notice the high schools are doing much better, i say try to fit in interesting music and marching in the classes
Depends on the area, because some schools have managed to increase or maintain their sizes. I think today,you have so many things to compete with to get students to become interested in band. You pretty much have to break your back to make band somewhat fun to keep the kids interested. Other than the technology distractions, today's educational climate is so focused on test scores. You have the case were music programs are being cut or their membership is cut down due to the focus on testing and programs that are supposed to improve their test scores.
You have to do what you go to do. This might have some truth to it. When I examined the high school programs in Ascension and Livingston Parish and noticed something interesting about their middle school feeder programs. Aside from the concert band festivals and winter and spring concerts, their middle schools also performed at football and basketball games and did Christmas and Spring parades. So they use those pep band performances as a sort of change of pace to keep the students attention. It gets the kids to have fun while playing music, and maybe it clicks in their heads that high school band could be even more fun. Bottomline, kids like to have fun, and we have to find creative ways for them to do that while keeping them playing music.

Lets just be real, somebody decided that black folk didnt need fine arts so they took it out of our elementary and middle schools.
