If you dont already own a VCR, video card etc. dont waste your time buying the stuff. You more then likely dont have a computer that can handle the additions anyways. Would be a waste if you ask me.
Send it off and let them do. It will cost you much less to get that one tape converted VS trying to upgrade your computer. They just transferred my Hi8 / miniDV collection to digital files.
You can also go over to your local news station if you know someone there :)

Well I have this old footage of UAPB...Its on a tape...I was just wondering how could I convert it into a Video file so I can upload it

To turn it into a video file, you'll need a video capture card. A basic one cost around $50 I think. Dazzle is what I use. You can buy it at Best Buy.
