I was reading random comments on the Dr. Feelgood Comparison discussion when I realized that people are getting arrangements confused with the execution of the arrangement. Is it the execution that we speak of when referring to who has the better arrangement , the actual arrangement, or both?

A little of both. You have to arrange to the strength's of your band. If band A has a better/difficult arrangement of a song but is unable to execute it or have the instrumentation to get the full effect of the song then I guess it takes away from the arrangement. Converseley, band B could have a weaker/less difficult arrangement to accomodate the bands strength.Then Band B is able to execute better and get more out of the song therefore you can say it was arranged better.
I mean in the past I have heard some bands take some decent arrangements and slaughter them because it didn't fit their band for various reasons.
If the question is about arrangements then i try to separate the two, but i try to make the distinction between the two. If two arrangements are about equal then mostly it falls on execution and vice versa. Most times execution should be decent at the least and allows for you to better understand the arrangement. Just my opinion.
