I have seen a lot of band program thrive and then die then revive themselves again. When a program dies whose fault is it? If the director's fault or is it the students' themselves who kill the program?

I Dont agree with this one its alot in playing a role in a band program not producing here are my reasons, what if the director is a good hard working band director amd he has a 50 to 80 piece band who gives a 100% at practice but he has no horns or not enough uniforms or fund to help the program get to that point sometimes you gotta look at the district and ask whats going on why don't we have enough horns why don't we have the computers and software to write things out for the band to perforn. the district is not letting them go out enough to recruit and to build on the program so it might not be the director or his students it could be a million reasons why a band doesn't produce thats just my out take cause it takes alot to perform let a lone direct someone when you are lacking the things you need
Yes, there definitely many more factors outside of the director and students that can affect the level of the band.
Here are a few that negatively affect the band without blame being placed on the director or students:
What if the district decided to cut funding (if you are lucky enough to have it)for the band?
What if the principal decides that he or she doesn't like the style of the band and wants to force the band to change styles?
What if due to test scores, a feeder school loses its band program?
If your feeder school isn't solid or is almost non-existant, it is going to put a lot of pressure on the high school director. The high school director would have to depend on using high school beginners. That of course would affect the quality of your band program.
that is so true that happened in dallas most programs were good then they just fell off.the district is trying to get more strict
The problem is the administration... you have these Principles with that "President Wagner mentality" that want instant wins and a top-tier band overnight.
Students in the band represent 5 -10% of the schools student body if that.
The truth... Band is an expensive program to run, so districts will try to use every excuse in the book to rid the school of it. Band isn't scoring/winning UIL or BOTBs, the administration wants to use that as a reason. No matter how hard the students and staff work they will get shot down. And there's really nothing they can do, unless the parents make noise and chances are that wont happen. So the BD needs his job, hes not about to confront the admin with no support and students don't have a voice.
At the same time you have football and basketball teams who continually claim to be cheated at racially motivated games and only documented wins are their homecoming games and that's if they're lucky, yet they get new uniforms and equipment every year. I have never seen a football car-wash or bake sale to raise money for buses. When I start seeing funding cut for these sorry azz football teams and their LARGE! coaching staff, I will agree with the cut backs for music.
Now the few schools who are fortunate enough to have the resources and don't use them, I fault the students and director. Notice how N.O schools are making use of that influx of money. Must give credit when its due.
Who is to blame when a program is Failing: Students or the Director ??

As an instructor, you must be able to distinguish between poor performance caused by lack of ability or aptitude on the part of the student and poor performance caused by lack of effort. You should treat the first with patience and the latter with firmness. You must never apply sarcasm and ridicule.

but it comes from the top....if the director doesn't have a strong grip then it is bound to fall apart

The existence of "mass laziness" from the administration, directors, and/or students...
